Length of Stay*: Six months to one year.
Population: Male/female
Capacity: 28 Beds (one 16-bed male unit and one 12-bed female unit)
Status: Dependent/Delinquent
Age: 12 to 18 Years
Client / Staff Ratio: Male Unit - 4 to 1; Female Unit - 3 to 1
Hours:
24 hours a day, 365 days a year
*Length of stay is, in part, dependent on each youth’s progress through
the levels of the system.
Client Profile: Will
consider, but not limited to, youths with presenting problems
such as arson, assault, sexual assault, theft, incorrigibility,
truancy, chronic running away, DSM-IV classified, etc.
Admission Policy:
Residential Treatment referrals can be submitted to the
Referral Coordinator via a telephone call to the office. All
referrals are carefully reviewed by the program supervisor to ensure
that youths are applicable to the program; therefore the child must
be interviewed before placement.
Professional Staff: A
team of staff professionals, including psychologists, educational
specialists, and psychiatrists, work in concert with child
care staff professionals to provide individual therapy,
group counseling (and therapy where applicable), family counseling,
educational counseling, recreational activites, and other treatment
needs.
Program: Each
residential treatment unit is highly structured. The treatment
milieu revolves around basic child care practices such
as:

Positive peer-guided interactions and treatment, utilizing principles from reality
therapy, cognitive behavioral therapy, positive discipline, CASSP, and Balanced
and Restorative Justice (BARJ)
A treatment plan is developed for each youth in collaboration
with the youth, their family, the referring agency, and
the treatment team. The counseling staff involves the youth,
the referring agency, and the family, in order to develop
the treatment plan. This plan identifies the youth’s
individual strengths, weaknesses, and needs, and provides
measurable, time-limited goals to specifically address
his or her history of problems. The treatment plan is reviewed
and, if applicable, revised on a monthly basis. The plan
functions as a road map through the level system, where
more privileges and responsibilities are afforded the youth
as progress is made toward higher levels.
Residential Treatment has a BARJ program in
place, and youth receive training, education, and therapy
in order to build competencies they will need for adulthood.
These include developing anger management, problem solving
skills, conflict resolution, healthy expression of feelings,
and victim empathy training, among others.
Out Patient services are available to youth in need of more
individual therapy services. In addition, out-patient provides
psychiatric evaluation and monitoring of youth’s psychotropic
prescription medications.
Education is provided in an alternative on-grounds classroom provided
by the Southern Tioga School District and approved by the
Department of Education. The curriculum meets all educational
requirements and is implemented utilizing the most recent
materials and technology. Youths may also have the opportunity
for vocational and work experiences. Youths are mainstreamed on a
part-time or full-time basis in the public school when they are
academically and socially ready.
